The light indicates that the charger is connected to a car power socket. It will turn ON immediately even when it isn't charging or no device is plugged into it.

FUNCTIONALITY
1. Can the charger be used when my car is not running?
The Belkin CCA003 will charge your phone as long as it has power supplied to it. Some vehicles will shut OFF the power to the 12V ports when the engine is not running. Refer to your vehicle's user manual to know more about how the 12V ports function.
2. Can the Belkin CCA003 charge multiple devices at the same time?
The Belkin CCA003 can only charge one device at a time.
3. Does the charger support fast charging?
The charger supports USB-PD 3.0 charging at 9V / 2A / 20W.
